A locally well-known activist, Shi Fukui from the village, Tanhu of Jiangsu province in China has been beaten and threatened for his life due to his ongoing campaign against allegedly corrupted village officials. Shi’s wife has also been beaten and his father became very ill after experiencing harassment and fearing for his son’s life.

Shi’s activism covered a wide range of issues including illegal taxation of local farmers, overcharging for school education, and abuses of workers’ rights. He also challenged an overcharged fine to his family for having a second child without permission. He addressed some of the issues in a letter sent to the UN High Commissioner for Human Rights in 2004. His efforts encouraged other villagers to challenge local officials through lawful procedures.
